Notes: The Chair described the basic outlines of the visitability tax credit program, and noted some of the features of bill 2840-06 and 2841-06. President Fitzgerald described the background of the state program and noted that implementing the program would be at no cost to the County because the credit is only on incremental increases in tax bills due to new construction or improvements. Mr. Uber indicated that the Executive also feels that it is important to be prograssive in this instance, and that it is desirable to incentivize construction like this. The committe elected to make alterations to bill 2840-06, rather than attempt to merge it with bill 2841-06. In response to a question fromt the Chair, Mr. O'Hanlon indicated that there were some minor changes that he would like to see made to the bill. President Fitzgerald moved to amend the deadline for program applications to read "occupancy permit issued or certificate of completion received" in ยง475-58.A.2, Mr. Burn seconded, and the motion was passed by voice vote. Ms. Cleary moved to delete the second sentence of the definition of "visitable level," President Fitzgerald seconded, and the motion was passed by voice vote. President Fitzgerald moved to affirmatively recommend the bill as amended, Ms. Cleary seconded, and the motion was approved by voice vote.
